This game would involve taking a patch of bare soil and transforming into a thriving garden. You would use your Wiimote as an all purpose tool to tend to your garden, you could for instance use the Wiimote as a spade, a digging motion creating a hole that a flowering shrub can be planted in. The Wiimote could also be used to spread seed, water plants, weed and cut the grass.
Playing the game in career mode will involve entering your garden in various competitions and earning money, and unlocking new varieties of plants and new ornamental features that can be used to further enchance the aesthetics of your garden, as well as new tools, fertilisers, pesticides and herbicides. Or you can just create your own garden with whatever settings you wish for fun, with the unlocked content earned from career mode.
The game would feature many hundreds of different plants and flowers, each with their own unique growing conditions. Plants would grow and flower in real time (or in fast time modes) and be affected by different seasons, weather, frost, soil type, soil acidity, sunlight/shade, nutrients and pests, all of which have to be factored into the overal design of the garden and controlled.
The game would feature an first person mode where you can walk around your garden. And also an online mode where you can upload your garden and talk a walk around other peoples designs.
The game would feature various garden wildlife such as insects and birds that would appear every now and then, these can be studied with a magnifying glass or binoculars, controlled via the Wiimote in first person view.
Games such as croquet can be set up and played with friends or online/simulated players, the Wiimote would be used for these as well.

There needs to be some Sim games on the Wii. If not I will be horribly dissapointed.
Perhaps (in the essence of SimTower) you could discover buried treasure when you dig around your garden. This could be actual treasure, or maybe some lost garden ornament or something odd like that.
